This does not preclude managers from actively managing these transitions, though that would have a number of disadvantages.
The policy agent may want to store some values before making a policy active, how this is done should be a matter for local implementation.
Need to fix pmPolicyPrecedence and pmTrackingElementToPolicyStatus.
